The reason is quite simple; usually these properties are kept unoccupied and there is no proper security to take proper care of the property. This leaves the field free for vandals to go in and cause damage to the property. Furthermore, properties that are occupied have round the clock fire protection and other safeguards that may not be available in vacant properties. Risk is a major consideration that plays a major role in fixing premium for property insurance. Higher the risk, higher is the premium and lesser the chances of the property being insured.

Another major problem being faced by vacant property owners is the menace of squatters and illegal occupants. If a property is unoccupied and unattended for a considerable period of time, illegal occupants start occupying it and evicting them could be a big problem which could consume a lot of time, energy and resources. Property Insurance companies are therefore vary of these things and are very careful while negotiating these kinds of policies. If it is a big property some damages may have been causes which are may not be easily visible to the naked eye.

Hence, it the property is vacant for a considerable period of time, usually property insurance companies are very reluctant to insure the same, especially if the ownerships of the property is under a cloud. Even if there is the slightest element of doubt, insurance of these kinds of properties are never done easily by insurance companies. If at all they are insured, the coverage is pretty low and the insurance rates are steep considering the risks associated with such property insurance coverage.
